Zenimax have released details about DLC Waking Flame dungeon which releases along side Update 31 for Elder Scrolls Online.

The next DLC for the MMORPG TheElder Scrolls Onlinecontinues the Gates of Oblivion content. After the scheme of the Prince of Destruction end up being obstructed but only temporarily, his influence continues to grow inThe Elder Scrolls Online: Waking FlameDLC. The content arrives onAugust 23rdfor PC/Mac and Stadia, followed by Xbox One, Xbox Series X|S, PlayStation 4, and PlayStation 5 consoles onAugust 31st.
TheDLCintroduces two challenging new dungeons the Dread Cellar and Red Petal Bastion, which can be taken on in Normal, Veteran, and Hard Mode difficulties. Gain unique rewards including items sets and collectibles, plus continue the Gates of Oblivion narrative which began in the Flames of Ambition DLC, continuing through the rest of 2021.

The Waking Flame DLC will be available for purchase with crowns in the in-game Crown Store, or as part of ESO Plus membership.

Waking Flame - The Dread Cellar
The dungeons contain the most dangerous foes, as the Dread Cellar begins to radiate magical energies which leads to an investigation by the Imperial Legion’s Battlemages.
In this new dungeon, you will team up with Lucilla Caprenia, who is a battlemage in training, along with her master Martus Tullius you will investigate the depths of this once-feared prison and uncover the Daedric cultists origins, as well as the monsters that now lurk there.

Waking Flame - Red Petal Bastion
In the Red Petal Bastion, the noble Knights of the Silver Rose were once sworn to protect Tamriel from the Daedric threat. The warriors of the Red Petal Bastion however have begun pillaging nearby temples recently, stealing their holy relics.
Here you will help Azura, to reclaim the shrine’s stolen artifacts from the once-honourable order. But behind the darkness are terrible secrets and the hoarding of Tamriel’s relics.

Launching alongside the DLC Waking Flame is the Update 31 base-game patch, which is a free update for all ESO players. The patch consists of bug fixes, quality of life and performance improvements. Players will be able to use a reply function for in-game mail. There are also new houses, furnishings and houseguests in the in-game Crown Store.
The PTS patch notes outlines the new itemsetscoming with the DLC which adds a new light set, medium set, heavy set and monster set (note these might change as this the PTS patch notes):

PvP Campaign Changes
A notable change in the patch is the change to existing No-CP Cyrodiil and Imperial City campaigns which will now also prohibit proc sets from firing, increasing the number of sets that were in the initial test a few months ago. The following sets will be affect by this rule in the PTS and when Update 31 goes live:

Changes to Companions
There also looks to be changes coming toCompanions which were introduced with the expansionBlackwood. This includes toning down Bastian’s response to looting high-quality items. Also changing Mirri to no longer gain rapport when looting Psijic Portals because “she’s not fascinated with them the way Bastian is”. There are some various improvements for Companions in this patch, enhancing their overall experience.
