The GOAT Pen is one of the first areas you will encounter once you leave Emma Jaunt’s house, and it is a three-story building with plenty of places to explore. How to Access the GOAT Pen Master Key Rooms Early Island 2
So, when you first arrive in the GOAT Pen, you will quickly find that this sprawling Bel-Air mansion has quite a few rooms to explore and loot. But there are two rooms that are meant to be inaccessible, at least without the GOAT Pen Master Key.
Like with Curtis’ safe key, you will not be able to get the master key until you have progressed the story mission. You will know it is accessible once you have hit Venice Beach and unlocked fast travel.

If you are impatient, like I am, you’re able to get into these rooms much earlier. The wine room in the GOAT Pen basement just requires you to break the glass, which will set off an alarm. However, the room with the actual treasure is on the first floor and is much harder to access.
